Every time on Twitter I go to either go to change my background on my profile or change my profile picture after it says its uploaded, a page comes up saying either "Twitter overloaded" or "Twitter over capacity". What does this mean and how do you fix it because its been doing it for weeks now and its very annoying more than anything. If you could help me out, that would mean a lot, thanks.

It means too many people are using Twitter at that moment and have overloaded the system. There is nothing you can do to fix it because it has nothing to do with your computer.

Over capacity means it is overloader with its users and has to take a rest for a while. You will see a sleeping whale when this happens. You can do nothing about it but wait for a minute or two and you will be able to login again.
