I see on fiverr.com there are tons of users selling facebook fan likes. How do they do it? Are there any risks? What is the conversion like?

I have used a lot of providers from fiverr in the past and from my experience most them have a few different Facebook accounts or some large fan pages and either invite their friends to your link, or promote it on their pages.
