I want to get updates to public through like twiter facebook and maybe text message updates. I want people to be able to make an account and customize it
What kinds of software etc do I need. PHP etc?

I suggest you need a database, server sided scripting to display the client items, client sided scripting to insert new items into the account. IIS, MS Access. MySQL, SQL Server, or last not least ORACLE, ASP, vbscript, javascript, jsp, php or such alike.
