You can't solve it unless you work at Twitter.
The people who run Twitter's servers aren't very good at what they do, so frequently the servers are overloaded.
You can complain to Twitter, but they already know that they are pretty poor system administrators.

If you're using Twitter on your phone , just delete Twitter , and download it again .
