Idiots. Social networking is taking over our grammar

Great question! Currently, hashtags have no real purpose on the facebook platform, but some people or facebook "page owners" have their posts set to simultaneously push out through their twitter account. So while they may not work ON facebook, when the post becomes a tweet, it will activate as a hashtag. And the rest? They just think it looks cool or making a statement by putting emphasis on a word.

generally i try to steer clear of referencing wikipedia articles when answering questions on here. However, in this case and in my opinion, this is the best way to answer your question. It's been in use since the days of IRC chat but was sort of "revived" by twitter.
