What does Pls RT mean on Twitter? I see it everywhere.

It means 'please retweet'.
It's used when someone posts a message on Twitter and wants their followers to also post it, but with a @ mention, e.g. my tweet would go:
'Did you know there are loads of Twitter tools? PLS RT'
Then you would cut and paste my tweet into the Twitter section you use to post from, with a @tinekebright mention, e.g.:
'RT @tinekebright did you know there are loads of Twitter tools?'
