i've been trying to figure out how people who aren't my friend on facebook can like or comment my picture on facebook without being friends, it is possible because I've seen people with it, and I tried setting everything to public but that didn't work! Help!
What do I do in privacy settings? i've looked everywhere.

Make your privacy to everyone. But they only like and comment on your update but not on photos. You most have friends to make comment on photos.
