No, it isn't safe.
Yes, they can delete your account (as it violates at least one of their terms and conditions)

No its Not Safe i wouldint pay anything for Followers if you want Followers the Safe Way to Get followers is to follow other people and have them follow you back you can get your account deleted if you use programs to get followers even if you are paying somebody else to get you followers
