I have a few applications on facebook and I want to put them on my myspace page as well....Any way to do this without having to start all over?

Unfortunatly not. Different companies, Different codes. And it'll prove to be too many problems.

Absolutely not - Myspace has a separate system, terms agreement, and approval process for apps. As stated above, they're separate companies.
Of course, you can always search for a certain app on the opposing site - I'm sure there are a lot of apps offered on both platforms, just not interconnectively.
