I want to upload a video response to another video.. The new Youtube is confusing as hell, and I'm not sure how to do it.

go to the comments and click "make a video reply" under the comment box

I know what you mean with the confusing as hell part...I think that all you would do is just make the video, and upload it with that title as "______ Response" and then just post it. If you wanted the person who made it to see it, send them the link on Twitter or private message it to them on Youtube, but chances are they will see it anyways.
