I have a android and I have this certain picture on my phone that I want as my twitter avatar how could I make it that. Would I have to download the twitter app?

Either load up the twitter site and switch to the desktop one, then go into your account options, you should be able to set it from there, or just download ubersocial, or twitter for android and change it that way, or do it from a computer. Best advice I could give.
