how do you send someone your following a message on twitter? do they have to follow you in order to see it?
If you follow a celebrity on twitter can you send them a message that they could see?

They have to follow you in order for you to send a message to them, just tweet on their wall.

You can't send anyone a private message .on Twitter unless they are following you too.
You can, however, post a Tweet on their Home page. I am following several celebrities on Twitter some of whom are following me and some aren't.
You could send a tweet to the celebrity and ask them to follow you because you want to send them a direct message but there is no guarantee that they will.
