there are problems related to making your blog popular so that ppl can interract,, how do you achieve it?

Yes. Being able to connect with other users who share your interests online is a great way to make that happen. Services that are dedicated to social networking (but include blogging capabilities) are even more conducive to that happening. It's not much different from offline - you pick your circle of friends there and you can do so here. Although, online can be more deceptive as you lack some the "social cues" that can really help you get to know people well.

Yes. But this depends on the person who is writing the blog and the site which your using to create community. Their are many blogging sites available. Most of them are helping the bloggers to create a interactive community. I believe apart from making the users write comment, the blogger and readers should be able to interact, communicate and make friends. I used sweetcircles.com and achieved this.

Some features listed below are really usefull

1. Easy to use
2. New features added regularly
3. More ready made templates. Templates are cool and they have many varieties added regularly
4. User can create their own template
5. Social networking feature is enabled. So blogger / users can network with other bloggers and users
6. Multi language
7. Private blogging possible
8. Integrated with twitter.com
9. Integrated with flickr.com and many others
