Well he/she must be selfless and view the grand scale of things in steering towards the long term benefits of the country.
He must be objective and not be swayed by emotional and must be rationalistic when it comes to judgement.
He must stand for a belief that helps a nation grow and be firm on it.
He must be held accountable at all times where a mistake must be impartially dealt with.
The country must be able to evolve and adapt to times and not be string down by personal dogma and emotions.

Social value is a heart glue to keep community together.In Japan,community is more important than government. It help to keep out the rent seeking behavior so that the market will function well.
