First you have to find people to follow. You do that by searching for people, if none of your friends are on it, search for someone in your favourite bands or something. Then click on "follow" underneath their photo. If the person you are following is following you aswell, you can send them a direct message.

you can use twitter to make new friends
people communicate via twitter by feeds, one person updates their feed, and everybody "following them" receives the notification, also vise versa with the followers, when they update you see it as well.
Twitter is a fad, but also an important tool in the blogosphere.
