I just joined Twitter & I'm still learning about it & getting used to it. Are all of the "tweets" public so that all followers can see it? Is there a way to send a private message to someone I'm following & can someone that's following you send you a private message? If so, how?

Yes. If you are following someone, and they are following you, you click on Mensajes directos (Direct Messages, if your twitter is set to English), and they click there name, and send it threw there.
