You can send a private tweet/message to someone, but only if the person is following you.
If the person is not following you, you can only make a 'mention', which means that you tweet a message that contains @TwitterNameOfThePerson. All Twitter users can click on the @username link in the right panel, in order to read Tweets mentioning their Twitter name. These tweets are public and can be seen by anyone who follows you, has 'listed' you, or searches for that name. It's also in the public timeline.
