I can see what people tweeted at other people on my iPhone's app, but I can't seem to figure it out on the website.

If you mean on Twitter, public replies that start with the @ symbol will show up in a user's feed, or profile view. If they direct message or 'DM' a person, you won't see it. If you want to see who has replied to your account, login and view 'Replies' in your profile.
