I'm having trouble with a friend and she blocked me so I want to mention her and say I'm sorry. But I don't know if she will see my mention, but when I go to her profile, it shows the box that I can type in @GirlsNameHere but it says her account is private. I don't want to mention her on my tweet not knowing she can't see it, does anyone know if she can see my tweet I mentioned her in even if she blocked me?

No, you can't. All your tweets on their interactions will be removed once they block you.
