If you protect your tweets on twitter, can someone who is not following you (but you are following them) send you @ replies? Also, can someone who is not following you (but you are following them) send you direct messages?

Yes, if you are following the person, but they're not following you back they can still send you @ replies but they cannot send you direct messages.

Anyone can send @s ((public replies)) to you whether you are following them or not but both people must be following eachother to send DMs ((Direct Messages)) hope this helps ^_^
