Okay so say I tag someone in one of my tweets (@Morgan) will it show up on THAT persons stream when they log in? Even if they DON'T follow me? Is there any way I can send a message to someone on twitter or like talk to them, if they don't follow me?

you can talk to anybody who doesn't follow you, but not through direct messages. it won't show up in her homepage live stream, but it will show up in her @replies when she logs on and looks at them.
