You don't. Twitter is not for sending message directly TO someone, it's for sending a message out to Everyone who's following your Tweet.

Well if you want it to be PUBLIC (I.E visible for everyone to see), you would @reply to people. Meaning, @username "whatever you want to say here." For example, my username is Zoebaggins so if you would like to message me you would put:
@Zoebaggins blah blah blah...
However, if you want it to be PRIVATE, you can direct message. Direct messaging is similar to @replying except you put 'd' instead of the '@'. So for example:
d Zoebaggins blah blah blah...
Though with Direct Messaging there's a catch! You can't direct message anyone unless you follow them and they follow you; they're meant to be private tweets.
