I am so confused by twitter! I am following a celeb on twitter who is always answerinf questions from fans and I would like to ask something but don't know how. I know you cannot send a direct message. Do you simply press 'reply' to one of their tweets? Or do you use the box on your account page? I keep reading that it is a problem if the person is not following me - why would a celeb follow me, they don't know me?! I'm probably really stupid but all these other fans can send questions to the person I am following and I want to as well!!

To "talk" to someone on Twitter you must you the @ symbol and the person's name directly after (no space). Even if they are not following you, they would still get the message. There is no guarantee that they will answer your question, as the celebrities on Twitter get many questions a day but you may get lucky.
