Ok so I wanna become a hip hop dance teacher.do I have to go to college.do I have to have qualifications.what do I do when open the studio.how much should classes cost.do I have to have some sort of permit to open it

To be honest with you, anybody off of the street can open up a dance studio and say that they're a dance teacher. Is it the right or smart thing to do though, no.
In order to be a true dance instructor, you should go get your schooling for it. It would also to take classes in running a Business as well while you're there to keep your dance studio (If you're owning your own) in check and organized easier with the right knowledge. After you have finished your training to be a dance instructor, then you will be certified and can open up a dance studio the right way with the right training and knowledge.
When you open up the studio, you're most likely not going to have tons of students flocking to your doors the first day you open it. It's going to take some time to get up and running. Start small and then move up. For example: At my old dance studio, the instructor opened up a small dance studio with about ten students overall (all classes and styles combined). Over the years, more and more students started attending her studio so she had to grow it up and make it bigger. That is most likely what you will need to do. You will also need to get your name out there. Put an ad in the paper offering dance classes, make a website, start a Facebook and/or Twitter page, and make fliers and post them around town. To get students faster and easier, you may also want to say at first, "First class free!" or "Offering free private lessons for new students."
The cost of your classes should depend on where you live really. If you live in a low income town, make the prices of classes cheaper. If you make them too expensive, no one will come to your studio because they will not be able to afford the costs. Find out what the typical annual income is in your area, then base your prices for classes off of that.
You do not need a permit to open a dance studio. There is no such thing. Like I said up above, you don't even need to be certified but you SHOULD get certified!
Also, you said that you wanted to become a hip hop dance teacher. Are you meaning that when you open up your own dance studio, you're only going to teach hip hop dance classes? If so, you will not get a lot of Business. You should teach other styles of dance such as ballet, jazz, tap, modern, ETC. Ballet is a good place to start out when it comes to teaching because what girl and her parents haven't had the dream of becoming a prima ballerina one day?
If you do open up a dance studio, you will need proper flooring, lighting, mirrors, ETC. If you don't have that, you could get a law suit if anyone gets hurt. You need all of the proper stuff in the studio to get up and running and to make the learning environment for your students as safe as possible.
