Its not Facebook, you can't write on their walls :]
But you can message them or tag them in a post.
Just put an @ before their username to tag them.

If they are following you, your tweets will appear on their timeline.
If they arent following you, you have to @theirname mention them to get their attention. You can't direct message anyone who isn't following you.
