Very simple thing I want to know, if I was to make a direct tweet to a celebrity for example @waynerooney well played tonight.
Would the celebrity themselves be able to see the tweet even though they don't follow me?

you cannot seem to direct message, someone unless is following you but if they Tweet and you follow them you can send a direct tweet that will appear in thier stream (so publicly) or @wayneroony and it will appear in his who has mentioned him status .
