I want to send a private message to someone I'm following i know that person but i need to talk to him privately unfortunately this person has many followers and i don't want other people seeing what i will type i just need to send a message privately so this person knows who i am.
also this person isn't following me it says you can't send a message since this person isn't following me <_<
if i can't send a private message then what would be the best way to contact him on twitter >_>

On the top bar, where it says "Home" "Profile" "Messages" "Who To Follow"
Click on Messages > New Message, type what you want to say, and then just send it. And don't worry, no one can see this message!

This person HAS to be following you for you to send them a private message.
