I would like to know how to send a message to a person I am following on Twitter. How do you do it? I go to the person's Twitter page and cannot figure out how to get a message to them. Do they need to be following me? Hope someone can help

Yes, they need to be following you. Twitter does not allow direct messages to users that are not following you -- this is to cut down on spam.
