I am trying to contact somebody on Twitter who I am not friends with (I sent the "following", but you have to be "followed" to send messages), and I am unable to contact this person.
Are there any ways I can establish contact with this person without them having to "follow" me?

Unfortunately the only options you have are to Tweet to someone or wait for them to follow you. Otherwise there is no way to direct message someone who does not follow you.
Some twitter handles provide a website which can be used to contact them. That is your only other option.
