With illegal documents, or stolen identities which are everywhere......................Just go to the Libraries with their lawyers, and go to their offices. You will see lines and lines as so many pay for information to get around the system................

Usually Americans citizens sells them their card. I know some that did sold their social security to an illegal immigrant for $5,000. In addition, the illegal work with it and the American was able to file income tax returns with it. So I tell you there are also citizens involve in this crimes.
In addition, many illegal immigrants also purchase legal papers from Puerto Ricans so they can used them here in the US, since Puerto Rico is a US territory they have legal rights to work here.

Some buy actual physical fake cards; but companies who knowingly hire undocumented workers are lax in their "enforcement," and just take the worker's word for it that their number is real.
Fun fact: Since they cannot gain any Social Security benefits, the Social Security trust fund has received a net benefit of somewhere between $120 billion and $240 billion from unauthorized immigrants.
That represented 5.4 percent to 10.7 percent of the trust fund's total assets.

Stolen wallets, online breakin's to accounts with the numbers, and much, much more that is criminal in nature.

They can't get one legally. If they have one,it is fake.
