This person wont stop giving me spam so it pay back time. How many people do I need to "Report Spam" this person to get there twitter deleted? Thanks.

There is not certain number for it. If that user have been bothering you very much, you can contact Twitter from here:
https://twitter.com/about/contact
Make sure you have proof and its legitimate or else your report might not work.
