Do you mean the hashtag? #? It is when you want to tag your tweet with that. Like: "Lol, making spaghetti...not working out so well #cookingsucks"

They call it a hashtag
When you #HashTag something it helps it get recognized and "Trend"
So like, if 1000 people tweeted with #Monkeys , then everyone else on twitter would see that apparently Monkeys are a popular topic that day, and they could read all the monkey related tweets
