Okay so there is a giveaway I want to enter, and one way to help me win is to tweet about the giveaway. In the rules they state "Please do not modify the tweets to take out the urls or @ or # symbols. If these are taken out of the tweets, those entries are not valid."
What does this mean? Do they mean that they do not want me to use any # or @ in the tweets?

They mean that they want you to tweet it exactly the way it reads in their sample -- no additions or subtractions.
