Every time I try to send a direct message on twitter to a certain account It will not allow me to send a message to there account but It will allow to send one to another account, Have you had any similar problems ? and do you know of any possible solutions ?

Either they blocked you.or their account got deleted. I'm going with their account got deleted for not following the terms of use. That happened to me.
