Obviously I will use internet such as facebook, twitter, youtube but I want to know different strategies without the internet.

Record music and burn it into a CD and pass it around if you live in a bigger city or go to local radio stations and see if they will give you a listen

do something to help the community and write a piece for the local free paper, referencing yourself as a rapper, ensure its on the right hand page as fewer read the left

Sorry, the world doesn't like naruto rappers lol Jk but you would have to be FLAWLESS in order to get noticed without Internet

Coordinate with other artists in your area to pool resources and put on shows.
go to clubs and ask to use their facility on an off night you keep the door(if any) they keep the bar.
Then get on Reverb Nation and find other interested artists.
rock the show and all of you bands should have memorable band merch to make the crowd feel really appreciated. Sell some merch, give away smaller/cheaper merch.
Rinse and repeat you will eventually be able to get paid for putting the shows together.
