I just want to know if that means they'll see the Tweet, or does it just put a link to their Twitter account?

XYZ views your tweet in main timeline only if XYZ follows you
If you tag like @XYZ ... XYZ will view tweets in Replies (or Mentions) but not in main timeline
If you tag like #XYZ ... it will ve viewed by anyone who searches for #XYZ
