i'm on twitter consantly & its always some twitter drama & I wanna put a stop 2 it so how do you find out who create a certain twitter account

You can't, at least not reliably.
Twitter doesn't expose any verifiable personal information on their profiles.

Just unfollow the person, seriously. Do not get involved with the trolls on there. They start some crazy stuff.
