With the old one all you had to do was go to their followers and it had a tab to select their twitter list but with the new one that tab isnt there. Is it in a different spot or did they take it out?

It is still possible. You have to be logged out of twitter though. It isn't possible if you are logged in twitter.
Go to this and then you will be able to see the person's following list.
