I checked your profile and believe I found the problem - you chose to hide it and as soon as it is hidden, a personalized foto avatar won't show up on YA! But just in case there may be additional problems, I'll give you ALL options for setting up an avatar...:-)
You can use a photo or a Yahoo! cartoon avatar, and if you have a Facebook or Twitter account, you can also use those avatars.
Go to: http://profile.yahoo.com/y/settings/privacy/ - make sure your profile isn't hidden. Note: it is perfectly okay to keep this profile open because it only shows what you want it to show.
If you want a cartoon avatar, go here to create one: http://avatars.yahoo.com/ - then click on "Yahoo!" under "Export your Avatar".
In case you want to use a Facebook or Twitter avatar, you need to link those accounts in the Profile options.

You have several options in case you want a photo avatar:
a) go to your Yahoo! Answers settings at http://answers.yahoo.com/my-activity/edit/about , click "Update photo or avatar",
b) go to your Yahoo! Profile at http://profile.yahoo.com/ , click on the current avatar.
Now upload a picture or choose one of the pics you've uploaded previously.
