Like I want to print off a picture from the internet and ask them if they can possibly make it for my sisters birthday. She loves Hatsune Miku. I called Safeway and asked them if they could, but they said it would be infringement Sad would any body know where I can find a store to make me a cake of Hatsune miku? >.<

A lot of grocery store bakery departments offer Photo Cake services. I am surprised your local Safeway didn't. Call your other local grocery store's bakery departments to inquire if they offer Photo Cakes. (Walmart, Sam's Club, Martins, Publix, Kroger, etc.)

ALL bakeries are at risk of infringement if they make cakes using copyrighted images and get caught.
Particularly these days when anything that is kind of cool or interesting ends up on facebook or twitter.
The store would have to buy the right to use the image you want to use and that takes time and more money than you are probably willing to spend.
