I think telling him is not a good idea! You need to let him find out himself. If you tell him, his attitude will change for sure. If he likes you it will be fine. If he doesn't, you will have given him a certain power on you, and it's going to be really hard for you. For sure he noticed you, and the rumors, there is no smoke without fire! If his friends were staring at you as well, this means they probably talked about you.
is he shy? He is probably. It is always hard to talk to a girl even when you know she likes you. What you need to know is change things on you so that he notices you. (you know what to do) you can make him jealous. And you need to talk to him. You don't need to pursue him. A simple Hi is enough. This will give him enough courage to approach you.
The purpose is to show him that you like him, but he is not everything for you and you can perfectly do without him. Talking to other guys is very efficient. Believe me
