how i can access these blocked website without catching by them?

Try an anonymous website unblocker and online privacy tool like http://www.matrixproxy.net. With that site you can access all the websites your network admin and/or country don't want you to be looking at.

Use a proxy server. Though if your administrator finds out you may be in trouble, just thought I'd warn you..
