I wanted to start a program where people can email in about their problems or anything going on in their life that they have no one to talk to about.. I want it to be anonymous and confidential..
can i just set up an email account and start my program or is there guidelines that i need to follow?

No, I don't think so you need any requirements or guidelines or anything. You could use mail.com to get a sort of personalized email address. They might have something useful. But in order for people to find out about it, advertise it somewhere, whether it be Yahoo Answers or something else. Make a Twitter or Facebook page with the name of the program. It could help users find out about it.
