It is a serious movement perpetrated by 9gag to curb Justin's rampant marijuana abuse.

A forum on 4chan thought it would be funny to get girls to cut themselves to stop Justin from smoking weed. So they started using the hashtag "#cut4bieber" on Twitter and posted photos of self-harm. It was a trend gone wrong.
9gag had nothing to do with it.
