You need an outline of some sort. Work up a text book or class summary. Advertise your services through leaflets or bulletin posts. A website would be helpful only if you can get eyes on your ads to link them to your site. Use twitter to spread the word, FB...

Best way is to start a teaching center at home. Market the classes through social networks like facebook, twitter, blogs etc. Tie up with some travel agents.
