I have an Instagram and no twitter but I looked at a guys Instagram and his twitter and so can he see if I looked at it ? Like thru Instagram? Even tho I don't have a twitter can you still find out? And also can you since it's the new iOS 6 on an iPhone 5? Ty

No, he can't see - the phone/iOS version doesn't make a difference.

Having an iPhone doesn't effect anything here at all, nor does having iOS 6. Let's just get that out of the way first.
Second, no, he cannot. There are a ton of fake things out there that say they allow you to do as such, but they are all bullshi*t and only want your money.
