Okay i recently made a new twitter and i like and all but so far im following 9 people (all whom i know) but only 1 follows me back how can i get some of these people to follow me back ? Do i have to tweet at them or something ?

You can try using free tutorials or ebooks about getting followers. You should have worthwhile or funny tweets and people will come to follow you. It is a good idea to not use Twitter exchanges as you can get your account locked.
