I have an account where I am trying to build up followers for a public cause, and the quickest way to do that is follow many people at a time to make them realize the page exists. Will following many people without many followers get me kicked off twitter or my account temporarily suspended?

Definitely not. My friend follow over 24,000 people. However, you wont be able to follow them all at the same time because you will go over rate limit.
