This guy who I like is in one of my classes with me and I'm pretty sure he likes me back, but hasn't made any moves yet. We follow each other on twitter, have each other's numbers, and are friends on Facebook. He doesn't really use his Facebook though.
Edit: We are already friends and our assigned seats(Yes, our teacher treats us like five year olds) are next to each other.

Why not say "Its hard to find someone I have things in common with, lets get to know each other better"...in your own words
I was not allowed to date until I moved out on my own, find out first if its even possible otherwise well just find out first

Its simple isn't it? your guy is a shy one and there's no way he i going to "make a move",so to speak.
if you really like him,then go talk to him and properly introduce yourself.that should break the ice and pave the way for him(hopefully!)
