If its still pending, simply means she hasn't responded to it yet. Maybe she's just not very active on twitter, or even never uses that account.

If its still pending that is because she has ignored your notification of "asking to follow her" or she has not yet looked at her twitter. If she declines it you will be able to request to follow her again. Like on facebook if you decline a friend request they can add you again. If you leave it pending they can't. Hope I helped man but if she declines it don't try to follow her again. Just move on, hope I helped.
